Sellafield Ltd - Major Frameworks and Contracts

1. Introduction

Sellafield is a complex site and we work in partnership with our supply chain to deliver best value.

The purpose of this list is to provide an overview of the major frameworks and contracts in existence to deliver works on the Sellafield site.

This list is useful for both existing and potential suppliers looking to further understand our supply chain landscape and should be used in conjunction with our prime supplier listing document, which explains what the main site contractors are looking for in their supply chain.

2. Decommissioning Delivery Partnership (DDP)

Decommissioning Delivery Partnership (DDP) Lot 3 - Magnox Swarf Storage Silo Aligned programme partner with a clear purpose of aiding Magnox Swarf Storage Silo to start retrievals.

Project execution including design and engineering, decommissioning, asset care, plant enhancements, operational/maintenance support activities and waste characterisation/streaming.

Sellafield Ltd is going through a significant mission change due to the end of reprocessing and a greater focus on remediation of its nuclear site.

Historically, Sellafield Ltd has managed and delivered complex major projects by self-performing the early design works and engaging the supply chain in various engineer, procure, construct type arrangements on a project-by-project basis.

The Programme and Project Partners model has been put in place to establish long-term relationships to deliver Sellafield Ltd’s major projects and decommissioning programme. This approach will support faster, more effective project delivery, stability in design and construction supply chains, greater workforce flexibility, and local economic benefit.

Each lot partner integrates their areas of expertise together with Sellafield Ltd resources, to form Aligned Delivery Teams (ADTs).

The Programme and Project Partners is the delivery vehicle for all new build major projects over the next 20 years, with a total forecast spend of £7 billion over its 20 year duration.

The partnership accounts for an average of 15% of Sellafield Ltd’s annual site funding limit.

4. Operations Site Works (OSW)

Operation Site Works (OSW) The OSW framework is standalone framework that was procured to provide Sellafield Ltd project and asset care teams with a simplistic route to market for core construction and asset care activities.

The framework delivers a wide portfolio of jobs, tasks and small projects across the Sellafield site covering core disciplines (civil, mechanical and electrical).

The framework also provides engineering support including attendance at design reviews, technical and working practice innovation, capability development and delivery of categorised programmes of works.

5. Infrastructure Strategic Alliance (ISA)

Infrastructure Strategic Alliance (ISA) The ISA provides Sellafield Ltd with the capability and capacity to deliver a growing programme of infrastructure projects required for an aging asset portfolio.

The contract is primarily aimed at utility assets, such as the on-site provision and distribution of steam, electricity, water supply, compressed air, bulk chemical storage and distribution, civil infrastructure and other facilities including roads, bridges and car parks.

Through an agreed programme the alliance manages the end to end delivery of projects and asset care across site infrastructure. This process includes business development, programme and project development, project execution, project implementation and project closure.

6. Design Services Alliance (DSA)

7. Enabling Innovation Framework (EIF)

Enabling Innovation Framework (EIF) The EIF is a professional services framework which delivers strategic tasks and tactical tasks. Strategic tasks support multiple business areas across Sellafield Ltd and tactical tasks support single business areas in Sellafield Ltd.

The EIF scope includes from the initial identification of the need through problem definition and provides focused technical and digital support/solutions and subsequent support to key decision making.

The EIF is focused on the enabling of innovation rather than the delivery of innovation i.e. developing the parameters and mechanisms which will allow the achievement of innovation.

8. Facilities Management (FM)

Facilities Management (FM) The FM scope incorporates both hard and soft services and encompasses multi-disciplinary activities within the built environment.

The hard services relate to the actual fabric and building systems where as soft services relate to services directly issued by people e.g. cleaning, security, catering.

Planned preventative maintenance, reactive works, mechanical and electrical maintenance, lift maintenance and refurbishment, roller shutter door maintenance, water hygiene, laundry and changeroom services, catering, security and cleaning.

9. Sellafield Industrial Services Framework (SIS)

Sellafield Industrial Services Framework (SIS) The scope of work delivered by the SIS framework is divided into 2 separate Lots:

* Lot 1 (access services): the design, manufacture, installation and deployment of access systems including scaffolding, powered access systems, roped access, rigging, cranes and any other systems of providing Sellafield Ltd staff and contractors access to various locations at each of their facilities.

* Lot 2 (asbestos and insulation services): removal and replacement of thermal insulation including asbestos containing materials and lagging.

Methods employed will be varied and will include traditional removal methods and complete asbestos containing materials coated component removal.

10. Pile Fuel Cladding Store

Pile Fuel Cladding Store Procurement, manufacture, preparation, installation, and commissioning of additional equipment to allow Sellafield to retrieve waste from the remaining 5 silo compartments, once the first compartment has been emptied.

Extension and growth of off-site testing facilities, to develop future systems for use on the retrievals plant. Establishment of a new, centralised control building for all silo monitoring and waste retrieval operations.
