Secure estate: managing the behaviour of young people

Study of the use of restraint and behaviour management in young offender institutions, secure children's homes and secure training centres.



The research looks into the recommendations of the Independent Review of Restraint.

It covers:

  • rewards and sanctions
  • building positive relationships
  • resolving conflicts
  • separating young people from their peers
  • adjudication
  • young people’s experiences of restraint

The study was carried out by Ipsos MORI on behalf of the Youth Justice Board.
