As required under section 30 of the Sanctions and Anti Money Laundering Act 2018 (The Sanctions Act), the FCDO has published its Sanctions Regulations Report on Annual Reviews for 2021. The report begins with a ministerial foreword from Lord Ahmad of Wimbledon, Minister of State at the Foreign, Commonwealth & Development Office.

Each annual review sets out the purposes of the sanctions regime. Where there is a purpose is other than compliance with a United Nations obligation or other international obligation, it also assesses whether:

  • carrying out that purpose would meet any one or more of the conditions in paragraphs (a) to (i) of section 1(2) of the Sanctions Act
  • there are good reasons to pursue that purpose, and
  • imposing sanctions is a reasonable course of action for the purpose
