Details

The Steel Industry (Special Measures) Bill 2025 provides the Secretary of State with targeted emergency powers to secure the continued and safe use of strategic steelmaking assets in the UK (e.g. blast furnaces).

The Regulatory Policy Committee (RPC) gave a ‘green’ rating to the IA for The Steel Industry (Special Measures) Bill on 8th December 2025. This means that we considered it to be fit for purpose based on our scrutiny of the evidence and analysis supporting the case for why regulation is necessary.

The RPC’s opinion refers to the evidence and analysis presented in the IA, not the policy itself.

Following issue of the RPC’s opinion, the Department for Business and Trade published the IA for The Steel Industry (Special Measures) Bill on 22nd January 2026.
