The review concludes that the regulations, which aimed to sought to drive cost-effective energy efficiency improvements in the domestic and non-domestic Private Rented Sector (PRS) which would not have occurred otherwise, lowering energy demand, reducing associated carbon emissions, and generating energy bill savings for PRS households, needs amending to ensure these aims.

The Regulatory Policy Committee (RPC) gave a ‘green’ rating to the post implementation review for the amending proposed by the Department for Energy Security and Net Zero on 26 March 2026

This means that we considered the post implementation review to be ‘fit for purpose’ based on our scrutiny of the evidence and analysis supporting the case for why regulation is necessary.

The RPC’s opinion refers to the evidence and analysis presented in the post implementation review, not the policy itself.
