Details

The Energy Performance of Buildings (England and Wales) Regulations 2012 set out requirements for energy performance certificates and display energy certificates for buildings.

The Regulatory Policy Committee (RPC) gave a ‘green’ rating to the post-implementation review  from the Ministry of Housing, Communities and Local Government on 18 March 2026. This means that we considered the review to be fit for purpose based on our scrutiny of the evidence and analysis presented.

The RPC’s opinion refers to the evidence and analysis in the review, not the policy itself.
