Research background

The Restart Scheme is an employment support programme providing up to 12 months of support for unemployed people who meet certain eligibility criteria. Launched in June 2021, referrals to the scheme were due to finish in June 2024, however this was extended by two years until June 2026. Alongside this extension, eligibility for the scheme was widened and changes to delivery were introduced. The research outlined in this report was undertaken to add to the evidence base on the Restart Scheme, taking into consideration the changes being made in the extension.  

Contribution to the evidence base

This research aims to provide evidence to supplement an evaluation of the Restart Scheme, which was commissioned by DWP and the report published in May 2024 (The Evaluation of the Restart Scheme - GOV.UK).

The latest official Restart Scheme statistics are available here: Restart Scheme statistics – GOV.UK (www.gov.uk) and are published twice-yearly to show levels of participation in the scheme, and outcomes against contractual expectations.

Research value

Evidence from this research is being used to improve live running of the Restart Scheme. Evidence will also feed into the development of options for our future employment programmes. The research will be used in the discussion of new employment pathways and in considering other support initiatives for unemployed people.
