Looks at the reasons for barriers, whether there is evidence of market failure, and the extent to which there is latent demand for business support services. Based on a telephone survey of the owner-managers of 1202 employer SMEs in England undertaken in March 2011. The data underlying this report is also available in an open standardised format on the Transparency/Report Data webpage.
