This document sets out the terms of reference for a review of the Research Excellence Framework (REF), led by Lord Nicholas Stern, President of the British Academy. The review will look at how university research funding can be allocated more efficiently so that universities can focus on carrying out world-leading research.
The REF is the system which assesses the quality of research carried out in UK higher education institutions and allocates public research funding according to their performance.
