Report receipt of waste: choose a software provider

From 1 October 2026, permitted or licenced sites in England, Northern Ireland and Wales will need to report their waste digitally, using the report receipt of waste service. In Scotland this comes into effect on 1 January 2027.
You can report your receipt of waste by using software to automatically upload the details of waste movements into the report receipt of waste service.
To do this, you can use software that connects to the report receipt of waste service’s application programming interface (API). An API allows 2 applications to share data and services securely.
What your software will need to do
You will need to have compatible software if you choose to report your receipt of waste via the API. This will allow you to upload your waste receipt reports directly to the report receipt of waste service.
You can choose from the list of software providers below or choose your own provider.
If you choose your own software to upload your waste movement data into the report receipt of waste service, you will need to make sure it can:
- record and submit the legally required waste movement data
- send the data via the report receipt of waste API
If the provider you choose does not yet meet these requirements, you will have until 1 October 2026 to ensure that you are able to submit digital waste records.
Digital waste tracking
You will also need to ensure that any software you use meets the digital waste tracking requirements. This means that the product must have:
- integrated with the receipt of waste service API
- passed the production approval tests
Production approval tests
Software providers must prove that their software can successfully manage 11 scenarios. These are called production approval tests (PAT).
You need to check with the software provider to find out if their product has been granted any PAT exemptions. For example, some software providers do not cater for hazardous waste movements, so they may have a PAT exemption for hazardous waste scenarios.

Buying software is at your own risk. You are responsible for ensuring that the software can meet the necessary regulatory requirements. Defra is not responsible for any liability arising from the use of commercial software that you buy from a software provider on the list below.
