Register of digital identity and attribute services: accessibility statement

The Department for Science, Innovation and Technology is committed to making its website(s) accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. This accessibility statement applies to the full end-to-end service for the register of digital identity and attribute services.
This service is run by the Department for Science, Innovation and Technology. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Change colours, contrast levels and fonts using browser or device settings
- Zoom in up to 400% without the text spilling off the screen
- Navigate most of the website using a keyboard or speech recognition software
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA, and VoiceOver)
We have also made the website text as simple as possible to understand.
1. Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard due to the following non-compliances:

Confirm button appears before the user has read the information [WCAG 1.3.2]:
On the ”Underpinning service confirmation” screen on the CAB Service, the reading order is illogical, causing users to encounter the button before the content. Workaround: Users can manually navigate back to the text, but this slows use.

Reading and focus order is incorrect at high zoom and on mobile devices [WCAG 2.4.3]:
On ”Service details” screens on the Digital Identity Register Portal, users navigating using a keyboard or screen reader on a mobile device may be confused by the unexpected jump to side actions before they have reviewed or understood the primary navigation tabs. Workaround: Users can manually navigate text, but this slows use.

Sort icons in sortable table are not hidden from screen readers [WCAG 1.1.1, 1.3.1]:
Tables implemented throughout the Digital Identity Register Portal and CAB Service have visible sort icons which are not hidden from assistive technologies, causing screen readers to announce them as standalone characters (e.g. “upward pointing filled triangle link”) for every table cell. Workaround: None.
We are actively working to resolve these issues and improve accessibility.
2. Preparation of this accessibility statement
This accessibility statement was prepared following an evaluation of the website conducted by User Vision, a third-party accessibility consultancy. The audit was completed on 09/12/2025 using a combination of automated tools, manual techniques, and testing with assistive technologies on desktop and mobile platforms to ensure the website meets accessibility standards.
