Regional Skills Pilot: privacy notice

The Department for Energy Security and Net Zero (DESNZ) launched a Regional Skills Pilot in October 2023, investing up to £5.3m in Regional Skills Pilots via five Local Net Zero Hubs (North East, North West, Midlands, South East and South West) to understand and test local approaches to resolving home retrofit skills challenges. Each Hub will work with local delivery partners to develop a Retrofit Skills Plan that provides a comprehensive assessment of the retrofit supply chain in a local area(s) within their region. At the end of the competition, DESNZ will appoint an independent evaluator to conduct an evaluation of the scheme.
This Privacy Notice sets out how DESNZ will process your personal data and your rights. It is made under Articles 13 and/or 14 of the UK General Data Protection Regulation (UK GDPR). DESNZ and your Local Net Zero Hub are Independent Data Controllers. You should also refer to your Local Net Zero Hub Privacy Notice for information on how they process your data.
Your data
The data
We will process the following personal data:
From lead employees and / or consultants delivering on contracts under the skills pilot we will process the following:
- names
- email address
- telephone number
- name of business / employer
From the end recipients of grant funding and grant funded activities the following personal data will be processed:
- name
- postcode
- email address
- telephone number
- name of business / employer (if applicable)
- name of College (if applicable)
- the funded activity undertaken by you as the end recipients
The lead employees of those delivering on contracts under the skills pilots will provide data to the Hub through project monitoring activities. This data will be collected directly from the individuals and forwarded to DESNZ.
The end recipients of grant funding, including attendees of training or events who may be employees of organisations, students of schools or colleges, or members of the public: benefitting from subsidised training funded through the Regional Skills Pilots will provide personal data upon signing-up for activity delivered under the skills pilots. The Hubs and their sub-contracted delivery partners will collect this data directly from the individuals.
Purpose
The purpose of the data sharing is for monitoring the progress of the Regional Skills Pilots, managing performance of organisations that have received funding and evaluating the effectiveness of the activities undertaken and this type of DESNZ skills funding.
Legal basis of processing
The lawful basis we rely on for processing this information is set out in Article 6(1)(e) of the UK GDPR.
The Processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the data controller. The task will be the delivery of a Regional Skills Pilot and subsequent evaluation. Employees and representatives of delivery partners and end grant recipients may be contacted as part of an independent evaluation.
Recipients
The personal data may be shared by us with our contracted provider who may contact you on our behalf necessary to evaluate the Regional Skills Pilot and for future supply chain research. We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime.
As your personal data will be stored on our IT infrastructure it will also be shared with our data processors Microsoft and Amazon Web Services.
Retention
All personal data will be retained by the DESNZ for two years from the completion of the Regional Skills Pilots. After which, only anonymised data will be held by DESNZ.
Evaluation data carried out by the Hubs through the skills pilots would be anonymised and captured electronically by the Hub’s delivery partners before it is shared to DESNZ.
International transfers
Your personal data may be processed in the UK or in the European Economic Area (EEA). Where your personal data is processed in the EEA, the following safeguards will be in place:
- UK Adequacy Regulations (this includes EEA and all countries covered by an adequacy decision in respect of a third country by the European Commission)
As your personal data is stored on our IT infrastructure it may be shared with our data processors Microsoft and Amazon Web Services.
Your rights
You have the right to:
- request information about how your personal data are processed, and to request a copy of that personal data
- request that any inaccuracies in your personal data are rectified without delay
- request that any incomplete personal data are completed, including by means of a supplementary statement
- request that your personal data are erased if there is no longer a justification for them to be processed
- in certain circumstances (for example, where accuracy is contested) request that the processing of your personal data is restricted
- object to the processing of your personal data where it is processed for direct marketing purposes
- object to the processing of your personal data
