This policy paper sets out the governments plans to improve the waste carrier, broker and dealer system in England.

The plans include:

  • changing from a registration to a permit-based system
  • introducing enhanced background checks to operate as a waste carrier, broker or dealer
  • introducing a technical competence requirement
