North west private finance project updates

1. Selected bidder announced 30 July 2014

Education Funding Agency (EFA) has provisionally appointed Morgan Sindall Investments Limited and Equitix as the selected bidder for an estimated capital value of between £80 million to £120 million contract (as published in the Official Journal of the European Union (OJEU)) for the third private finance batch procured under the Priority School Building Programme, subject to the usual standstill period. The batch comprises 5 secondary schools and 7 primary schools in the north west of England.

The construction programme will provide new, purpose-built buildings for the benefit of 8,150 pupils as well as 124 nursery places. Morgan Sindall will be responsible for the design and construction of the schools as well as the provision of maintenance and lifecycle services over a 25 year period.

The secondary schools in this batch are:

  • Blacon High School, Blacon
  • The Deanery Church of England High School and Sixth Form College, Wigan
  • Neston High School, Neston
  • Ridgeway High School, Prenton
  • South Shore Academy, Blackpool

The primary schools in this batch are:

  • Bedford Drive Primary School, Birkenhead
  • Bridge Hall Primary School, Stockport
  • Dee Point Primary School, Blacon
  • Halebank Primary School, Halebank, Halton
  • Hawes Side Primary School, Blackpool
  • JH Godwin Primary School, Blacon
  • Plymouth Grove Primary School, Manchester

The next stage for EFA, Morgan Sindall and the schools is to engage in a 7 month detailed design selected bidder stage through to financial close. The target financial close date is March 2015.

Construction is due to start from March 2015 with all planned completions due by September 2017 or earlier. Queries regarding the batch of Schools should be addressed in the first instance to: NW-PF.PSBP@education.gsi.gov.uk.

2. Bidding process

Following the Priority School Building Programme (PSBP) bidders’ day for the north west batch on Wednesday 23 October, EFA has a complete set of the presentation slides available.

The information on the control options provided on the bidders day for each of the 12 schools in the batch is available by request by emailing the address on this page.

3. PSBP north west private finance batch OJEU issued

The PSPB North West private finance batch was dispatched to the OJEU on 6 November. You can request documents about this by emailing the address on this page, including:

  • pre-qualification questionnaire
  • descriptive document
  • redacted outline business case

Responses to the pre-qualification questionnaire are required by 9am on 9 December 2013. The last day for requests for the documents is midday on Monday 2 December 2013 and for receipt of clarifications is midday on Wednesday 4 December 2013.

4. Documentation

All requests for documentation and queries in relation to the documentation should be sent to the dedicated email address on this page.

Everyone who requests these documents will be registered by EFA to receive any further information issued in relation to it. Queries will be responded to on Mondays and Thursdays at 5pm, starting on 11 November, in the form of a bulletin emailed to all those registered with EFA as having received these documents.
