The United Kingdom instrument of ratification was deposited on 23 January 2007 and the Protocol entered into force for the United Kingdom on 22 February 2007. The Protocol was previously published as Miscellaneous no. 13 (2004) Cm.6356.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
