Guidance on protected time for education in public sector under-18 young offender institutions.

Future contracts for young offender institutions are due from September 2022. These will seek a flexible and tailored approach to the provision of education. They will cover when, how and where these services are delivered and give providers more freedom to innovate. Each learner will receive a tailored learning plan which will reflect their needs and will be reviewed to identify their individual progress on a regular basis.

From 17 August 2015, 60% of the time allocated for education of young people in public sector under-18 young offender institutions is protected, with no avoidable absences permitted. This policy is known as the ‘60/40 split’.

This guidance document sets out which activities are permitted within the protected 60% of time allocated for education and those allowed during the unprotected 40%. It also includes site-specific timetables and guidance on booking appointments and professional visits.
