Mutual exchange or home swap can bring benefits for social landlords and tenants. It can provide an opportunity for tenants who wish to move home, whether to take up employment, be closer to family and friends or to downsize. For landlords, it can help with efforts to maximise efficient use of stock to best meet housing need and minimise problems such as rent arrears.

This guide draws on the experience of 12 mobility pilots which the Department of Communities and Local Government funded to test innovative and cost-effective ways of supporting mobility through mutual exchange.
