This note seeks to remind in-scope organisations of their obligations in applying exclusions and managing conflicts of interest in public procurement. In addition it signposts the process to be followed by civil servants who are concerned about perceived wrongdoing in a procurement.

This note applies to all central government departments, executive agencies and non-departmental public bodies. It is also relevant to the wider public sector such as local authorities and NHS bodies in carrying out procurements for public contracts, utilities contracts and concession contracts.
