Border Flow Service privacy notice

1. Your data

1.1 Purpose

The Cabinet Office is operating the Border Flow Service (BFS), a suite of tools for the visualisation and analysis of data which combines information from multiple government departments, public bodies and industry. Data gathered through the BFS will be used by the Border and Protocol Delivery Group (BPDG) to monitor and manage the flow of goods and people, at and around the border . BPDG will support relevant authorities to better manage border controls, ensure that frictions to the flow of trade are minimised and that any negative impacts are mitigated.

Data and aggregate outputs will be shared with participating government departments providing data to the BFS, and with other bodies with a role in managing flow at the border. Aggregate outputs produced by the BFS may also be used publicly, where appropriate. These aggregate outputs will not contain personal data.

Data will also be used to monitor the security and integrity of our systems, to meet any legal obligations, and to bring or defend legal proceedings.

1.2 The data

We will process the following personal data:

Data from Department for Environment, Food and Rural Affairs who provided data relating to the import and export of plants and animals:

  • vehicle identifier

Data from Her Majesty’s Revenue and Customs, who provide data relating to ferry manifests, customs declarations, goods vehicle movement, transit movements and safety & security declarations:

  • trader Name (Consignee/Consignor/Account Short Name)
  • haulier Name
  • carrier Name
  • representative Name
  • location
  • consignment Party Address
  • vehicle Identifier (VRN/Trailer Registration Number)
  • reference Numbers (Movement Reference Number, Local Reference Number, EORI, TIN, TIR)
  • port and time of departure/arrival
  • free Text Fields

Data from Kent Police, who provide data from ANPR cameras at key port locations:

  • vehicle Identifier
  • location (camera lane)
  • date and time

The legal basis for processing your personal data is that it is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the data controller (Article 6(1)(e) GDPR). In this case that is the Cabinet Office’s function to ensure effective border arrangements.

1.4 Recipients

Your personal data will be shared by us with our software supplier who is providing a platform which facilitates our data analytics.

The Cabinet Office will also be sharing raw data and aggregate outputs with key stakeholders such as other government departments. The BFS will use the raw data to create and present a range of aggregate metrics and analytical outputs relating to the flow of freight and passengers and other border related metrics. HMRC, HO Border Force, DfT DEFRA and DIT will have access to the aggregate metrics within the Border Flow Service.

Aggregate outputs will be shared with participating departments providing data to the BFS, and with other bodies with a role in managing flow at the border. Aggregate metrics produced by the BFS may also be used publicly, where appropriate. These outputs and metrics will not contain personal data.

1.5 Retention

Your personal data will be kept by us for a period of up to five years, with the exception of data received from ANPR cameras operated by Kent Police, which will be retained for up to 14 days.

1.6 Where personal data have been obtained from you

Your personal data were obtained by us from:

  • Her Majesty’s Revenue and Customs
  • The Home Office
  • The Department for Environment, Food and Rural Affairs
  • Kent Police

2. Your rights

You have the right to request information about how your personal data are processed, and to request a copy of that personal data.

You have the right to request that any inaccuracies in your personal data are rectified without delay.

You have the right to request that any incomplete personal data are completed, including by means of a supplementary statement.

You may have the right to request that your personal data are erased if there is no longer a justification for them to be processed.

You have the right in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted.

You have the right to object to the processing of your personal data.

3. International transfers

All departmental data (e.g. data used for the functions of the Border Flow Service) provided by participating departments and public bodies will remain, at all times, hosted within the UK.
