This research was commissioned by the Ministry of Housing, Communities and Local Government, in support of the Department for Business and Trade (DBT), to survey people in low-income precarious employment.
The survey was conducted in the summer of 2025 to support the development of the Employment Rights Bill.
The aim of the survey was to quantify the potential impacts of uncertain hours and earnings, and to estimate the out-of-pocket expenses endured by workers who have jobs with variable hours.
The survey data has been published to coincide with the current consultation on the details of the bill (now the Employment Rights Act 2025).
