Paying debts using a National Insurance Number or birth certificate

Treasury has been receiving correspondence concerning Notice of Claim, or Notice of Intention or household bills stamped “exempt from levy” attempting to pay bills using a National Insurance Number or Birth Certificate.

Treasury do not hold accounts under birth certificates. The registration of a birth under the provisions of the Births and Deaths Registration Act 1953 is simply a recording of the event (that is, the birth) that took place, and does not involve the creation of a bond, stock or trust.
