This report provides a detailed record (including approach, methodology, case studies and recommendations) of the Partnerships for People and Place programme, a 2-year programme of work funded by HM Treasury via the Shared Outcomes Fund which ran from February 2021 to March 2023.

The report includes 13 case studies and describes in depth the key learnings, enablers and barriers alongside the evidence of outcomes and conclusions which have been categorised around 3 key conditions for change:

  • identifying relevant partners
  • developing shared goals
  • creating or capitalising on opportunities to influence
