Assent Building Control Compliance Limited: operational notice for project owners

On 6 November 2025, the court made winding-up orders against:

  • Assent Building Control Compliance Limited (Assent)
  • LB Building Control Limited (LB)
  • Oculus Building Consultancy Limited (Oculus)

The Official Receiver has been appointed as liquidator of the companies. See the Insolvency Service press release about Assent for more information.

In line with their duty under section 52(1)(a) of the Building Act 1984, LB and Oculus have issued cancellation notices to customers for all live projects.

All non-higher-risk building projects will revert to the relevant local authority, unless the project owner chooses to find an alternative registered building control approver (RBCA).

All higher-risk building (HRB) projects will revert to the Building Safety Regulator (BSR).

If you receive a cancellation notice

Non-higher-risk building projects

Work can continue on your project, but you must make arrangements for the work to be inspected.

After receiving a cancellation notice, you have 7 days to appoint another RBCA. Unless your:

  • project was already cancelled
  • initial notice had ceased to be in force before you received a cancellation notice

Your new RBCA will need to submit an initial notice within 7 days. If a new initial notice is not submitted within 7 days of receiving a cancellation notice, then the project will automatically revert to the relevant local authority. Higher-risk building projects

All HRB projects revert to BSR. See Building control practice guidance: Cancellation notices, transfers and reversions for more information.

Where applicable, any part final certificates that have been issued remain valid and you should tell BSR about them.

When a cancellation notice is issued, you must:

  • stop work and do not carry out any further building work described in the initial notice until you get a notice of valid application from BSR
  • apply to BSR for building control approval to restart the work

You can apply using the Manage a building control application for a higher-risk building service. You should mark your application title with “formerly Assent/LB/Oculus”.

You will be able to restart building work when BSR confirms your application is valid.

Accessing and sharing your project information

You should have received an email from Assent which contains a link to the information they hold about your project. The local authority or RBCA that you appoint may ask for this information.
