A request for information was made about how the implementation of Operation Stack is allowed under Highways England’s remit of keeping traffic moving; how many times has it been implemented since 2001; how many extra accidents have been caused by it; what the cost is to residents and businesses and why lorries are not parked on M25. Highways England provided a response.
