At Ofsted, our mission is to raise standards and improve lives for all, with disadvantaged and vulnerable children and learners at the heart of what we do. To achieve this, we continually review how best to use the skills and experience of our inspectors across the wide range of settings we inspect and regulate.

We are proud to have a diverse and highly skilled workforce. Every inspector completes a rigorous and comprehensive training programme to ensure they are fully prepared to perform their duties impartially and uphold our core values of professionalism, courtesy, empathy and respect.

Our inspectors bring a wealth of knowledge, unique perspectives and valuable experience to Ofsted. They work in multidisciplinary teams, which enables them to share their sector experience while broadening their expertise and gaining a deeper understanding of the wider sector.

Lead inspector roles are carried out by current His Majesty’s Inspectors (HMI) and Ofsted Inspectors (OIs) with recent experience as His Majesty’s Inspectors, drawing on their more in-depth inspection expertise and training. We make the best use of OIs’ current, valuable sector knowledge and their diverse skills by deploying them as team inspectors.

The credibility of our inspections is rooted in the real-world insights our inspectors bring from working in the settings we inspect and regulate. In their day-to-day work, they also have the chance to highlight and share examples of the excellent practice they observe in the providers we inspect and regulate.

We are a learning organisation which is committed to investing in our inspectors’ professional development. Thanks to the broad range of knowledge and specialisms our inspectors develop they are well prepared to inspect a variety of educational phases and settings – often beyond those listed in their individual pen portraits.

East Midlands

Children’s social care

Rebecca Dubbins, HMI, children’s social care, East Midlands region

Rebecca is a qualified and registered social worker. Prior to working for Ofsted, she gained operational and management experience across many areas of social work. Rebecca has significant experience as a senior manager leading the delivery of children’s social work services in a local authority. Her key responsibilities were to manage and successfully lead the improvement of services for children and families from the initial point of contact (including out of hours) to those who were in need of support and protection, and those cared for and previously cared for by the local authority.

Rachel Griffiths, HMI, children’s social care, East Midlands region

Rachel is a qualified social worker, registered with the Health and Care Professionals Council. She holds a Master’s and a Diploma in Social Work. Rachel has experience of inspecting and leading inspections of local authorities, Cafcass and regulated services, predominantly children’s homes. Before moving to Ofsted, Rachel worked for a number of years across a broad range of children’s services, including reception and assessment, children in need, looked after children, adoption and fostering, and court proceedings, before taking up employment with Cafcass as a family court adviser.

Sarah Canto, Senior HMI, children’s social care, East Midlands region

Sarah is a qualified and registered social worker. She has extensive experience of working and managing in local authority child protection and looked after children services, including developing and managing a service for parent and child assessed arrangements. Sarah has also worked for a national charity as an improvement and consultancy manager, working strategically and operationally across local authorities and organisations. Sarah has inspected on a range of ILACS in addition to regulated services, including children’s homes, adoption and fostering services and residential family centres. She has a Bachelor of Arts Honours degree in Social Policy and Administration and a postgraduate Diploma in Leadership and Management. Since becoming a Senior HMI, Sarah quality assures ILACS and occasionally acts as a team inspector on ILACS.

Sophie Wales, HMI, children’s social care, East Midlands region

Sophie is a qualified social worker, registered with Social Work England. She holds a professional qualification in Social Work and has a postgraduate qualification in Leadership and Management. Sophie has worked extensively across a wide range of children service’s departments including early help, assessment, child in need, child protection, children in care, leaving care and provider services. Sophie has also worked as a Children’s Trust commissioner for health and social care. Before joining Ofsted, Sophie most recently worked as a senior manager in a number of local authority areas.

David Cohen, HMI children’s social care, East Midlands region

David is a qualified social worker, registered with Social Work England. He has extensive senior leadership experience across local authority children’s services. His responsibilities have included youth justice, corporate parenting, performance and analysis, children’s participation and quality assurance. David has an MBA and postgraduate certificate in management and leadership in social work.

Early years and childcare

Jude Simpson, Senior HMI, early years and childcare, East Midlands region

Jude is a qualified teacher. Before working for Ofsted, she gained management experience as a senior local authority advisor for early years and primary schools. In this role, she worked closely with individual departments and providers to raise achievement. She has also worked as a regulatory inspector and senior officer for Ofsted.

Gemma McNevin, HMI, children’s social care, East of England region

Gemma is a qualified and registered social worker, having gained her Master’s degree in Social Work in 2009. Prior to working for Ofsted, she gained extensive experience in management and senior management roles within local authority children’s services, working in child protection, corporate parenting, adoption and kinship. Her responsibilities included, but were not limited to, quality assurance, compliance and improvement.

Kristen Judd, Senior HMI, children’s social care, East of England region

Kristen has over 30 years’ experience in social care including 21 years in inspection and regulation. Kristen has extensive experience inspecting regulated provisions for children and young people, including several years of senior management experience in registration, inspection and enforcement work. Kristen is a registered social worker and has a Master’s in Inspection and Regulation.

Margaret Burke, HMI, children’s social care, East of England region

Margaret has extensive experience of working within local authority children’s social care and education departments. She has worked as a frontline child protection and family support social worker and manager. Previously, Margaret spent many years leading and managing a range of services at a senior level, including early years and children centres, early intervention/help, children’s assessment services, children in care and specialist children’s services. Margaret is a qualified and registered social worker and has a BA (Hons) in Social Science specialising in social work and an MA in Social Policy and Administration.

Russel Breyer, HMI, children’s social care, East of England region

Russel is a qualified and registered social worker with a Master’s in Social Work. He has extensive senior management experience across local authority children’s services, with experience in the areas of child in need, child protection, children and young people with disabilities/SEND, and quality assurance. He is also an accredited national assessment and accreditation system (NAAS) practice leader. Before joining Ofsted, Russel was director of a children’s improvement partnership, delivering a DfE partners in practice programme on behalf of a large local authority.

Sally Sinclair, HMI, children’s social care, East of England region

Sally is a registered social worker, having qualified in January 1999. Sally has had a varied and successful career, working predominantly in child protection as a social worker, LADO and senior manager. She has substantial experience of managing and improving statutory services such as referral and assessment, child in need, child protection and corporate parenting. Quality Assurance has always been a significant part of her role, and she brings this, alongside her diverse experience as a leader, to Ofsted.

Early years and childcare

Kirsty Mulvaney, Senior HMI, early years and childcare, East of England region

Kirsty is the assistant regional director for the East of England region. She is a qualified early years practitioner with extensive senior management experience in registration, inspection and enforcement work. Previous responsibilities include leading on child protection and safeguarding arrangements, quality assurance projects and the development of Ofsted’s regulatory work.

Sarah Gilpin, Senior HMI, early years and childcare, East of England region

Sarah Gilpin is a qualified early years practitioner with extensive senior management experience in registration, inspection and enforcement work. Previous responsibilities include leading on quality assurance and delivering national training for early years inspectors. Prior to joining Ofsted Sarah worked for many years in maintained nursery provision.

Lisa has a BSc (Hons) in Criminology and a Diploma in Social Work. Before joining Ofsted, Lisa acquired a wide range of experience working as a head of service in local authority settings, specifically within children’s safeguarding and adult safeguarding. Lisa also has experience as a juvenile justice social worker and performance manager. She developed an intensive supervision and surveillance programme pilot and managed the service in collaboration across 5 local authorities. She has worked with national social care regulators at a senior level, a national social work body, a local authority and a university. Carolyn has inspected a wide range of social care services across the country and currently quality assures inspections. She also holds an MBA.

Dominic Stevens, Senior HMI, children’s social care, South East region

Dominic is assistant regional director for London and the Southeast. He has extensive experience in local authority children’s services and the third sector. He has a diploma and a master’s in social work. He has worked in roles from frontline social worker to senior manager. This has involved a wide range of roles and responsibilities, covering child protection, looked after children, child and adolescent mental health and early help. These have included, adoption agency decision maker, commissioner, leading on regional sector led improvement, expert witness, and sitting on range of boards such as the local family justice board and serious case review panel. Since joining Ofsted, Dominic has inspected a broad range of services as an HMI and has also occupied roles as Ofsted’s national lead for quality and practice and as a Senior HMI, before coming into his current role.

Matt is a qualified and registered social worker. Before working for Ofsted, he gained extensive experience working in a range of roles in local authority children’s services. His responsibilities included working with disabled children and children in care.

Tom has worked in a number of local authority settings. He also worked for the children’s workforce development council and at the DfE, where he supported the regional and national roll out of social care and social work programmes. Tom has a strong commitment to co-creating services with children and young people and recent experience of working with children in care to develop services. Alison has significant management experience from working in early years settings and from running her own business. She has a proven track record of raising standards and outcomes for children within the early years sector. Alison is a qualified early years professional and has a degree in Children’s Development and Learning. Alison gained considerable expertise in inspection and regulation of registered early years provisions in her previous roles as a senior inspection team manager and a senior officer for Ofsted. Helen is the senior specialist advisor in the social care policy team. Helen leads on our work with the Care Quality Commission, advises on complex case work, and is working with the social care reform team. She carries out inspection work from time to time. Helen qualified as a social worker in 1994 and was appointed as a social care HMI in 2009. She has nearly 50 years’ experience of working in many aspects of residential care.

Jansy Kelly, HMI, children’s social care, Regulation and social care policy and practice

Jansy is the Deputy Director for Social Care and Regulatory Practice. Jansy joined Ofsted at the start of 2013, initially working as an HMI, and was lead inspector for many inspections of local authority children’s services. She then became a Senior HMI and assistant regional director for the North West, taking responsibility for the quality of inspection and regulatory practice in the region. In her current role she oversees the quality of Ofsted’s social care inspection and regulatory activity, while ensuring that social care inspectors are equipped with the knowledge, skills and environment required for them to deliver effectively in their roles. Improving the lives of children through the provision of high-quality support and intervention remains a key driver for Jansy in her approach to her work. Before joining Ofsted, Jansy worked with local authorities, providing interim management and performance improvement. Her areas of interest are statutory child protection services, provision of early help, quality assurance and change management. She has a background in the delivery and management of services to children who are looked after, care leavers and disabled children.

Julie Knight, HMI, children’s social care, Regulation and social care policy and practice

Julie is the specialist adviser for SEND in the regulation and social care directorate. Before working for Ofsted, she worked within a statutory local authority setting, holding senior management positions within disabled children’s services and procurement and commissioning for children and family services. She has generic social work training and practice within adult and children’s services and extensive experience of working within duty and assessment for children in need of help and protection. She has particular interest in safeguarding disabled children and young people, commissioning and compliance and equality and human rights. Julie is a qualified social worker, registered with Social Work England and has been subject to an enhanced Disclosure and Barring Service check.

Mandy Nightingale, Senior HMI, children’s social care, Regulation and social care policy and practice

Mandy is the specialist adviser for learning and development in the social care and regulation directorate. She is a qualified and registered social worker with Social Work England. She has many years’ experience in local authority statutory children and family social work where she led a variety of social work services. Mandy has always had a particular interest in social work practice and the voice of the child and how these are evidenced to inform decision-making. Prior to coming to Ofsted Mandy successfully led the Principal Child and Family Social Worker (PCFSW) national network. Mandy’s most recent local authority experience was around practice development and how organisations embrace a learning culture. Mandy is the social care and regulation lead for the Ofsted Academy and she is responsible for the induction and continued professional development of all social care inspectors at Ofsted.

Martin Davis, Senior HMI, children’s social care, Regulation and social care policy and practice

Martin is a Senior HMI working in Ofsted’s corporate safeguarding team. The team has responsibility for promoting positive safeguarding practice across Ofsted and ensuring that organisational learning is identified and acted upon. Martin is a qualified social worker with over 30 years practice experience. He has held a variety of practitioner, manager and senior leader roles in local authority children’s social care. Martin has previously worked as an HMI with 7 years inspection experience across SCCIF and ILACS frameworks.

Matthew Brazier, Senior HMI, children’s social care, Regulation and social care policy and practice

Matthew is the specialist adviser for looked-after children. He is a qualified social worker and registered with Social Work England. As part of Ofsted’s social care policy team, he is currently leading Ofsted’s work to regulate and inspect supported accommodation for looked after children and care leavers aged 16 to 17 years. Previously, Matthew led on the development and implementation of the social care common inspection framework. Before joining Ofsted, Matthew gained more than 20 years’ post-qualifying experience as a manager and social worker within local authority children’s services.

Matthew Reed, Senior HMI, children’s social care, Regulation and social care policy and practice

Matthew has extensive experience as a social worker and manager across all aspects of children’s social care fieldwork services. He has worked and managed services from the front door to care leaving services. As an inspector Matthew has led, and quality assured, several inspections under the ILACS and JTAI frameworks. Matthew holds a level 5 Diploma in Management and is registered with Social Work England.

Nick McMullen, Senior HMI, children’s social care, Regulation and social care policy and practice

Nick is a qualified and registered social worker. Before joining Ofsted, he held a number of senior management positions in local authorities, managing children’s social care services. These included operational management and lead roles in service improvement and quality assurance. After joining Ofsted, he gained several years’ experience as an HMI leading on local authority inspections. Since becoming a Senior HMI he has been the quality assurance manager for a large number of ILACS as well as being operational lead for joint targeted area inspections. Nick also continues to occasionally act as a team inspector on ILACS.

Paul d’Inverno, HMI, children’s social care, Regulation and social care policy and practice

Paul is the specialist adviser for child protection in the regulation and social care policy team. He is a qualified and registered social worker and has worked in a number of different roles within children’s services, local authorities, the voluntary sector, inspection and regulation. Paul has experience of leading and being a team member on a range of inspections. He was previously the national lead for fostering and adoption and is currently the specialist adviser for child protection. He has a lead role in developing the methodology for JTAIs. Paul has an MBA and postgraduate degrees in Education and Social Work.

Rebekah Tucker, HMI, children’s social care, Regulation and social care policy and practice

Rebekah is a qualified and registered social worker. Prior to working for Ofsted, she gained extensive senior management experience in a range of managerial roles in the family courts and in local authority children’s services. She has worked with cared-for children and care leavers, and with adoption, fostering and safeguarding teams.

Shaun is the social care lead for the secure estate. He is responsible for policy and practice and overseeing the work of the national secure estate team. He represents Ofsted with Government departments and engages with the secure estate sector and stakeholders. He is a qualified and registered social worker, with a first-class Honours degree in Health and Social Care. Prior to working for Ofsted, he gained extensive experience in social care including working in and managing residential services, secure provision, social work, safeguarding, child protection, looked-after children and children in need.

Wendy Ghaffar, HMI, children’s social care, Regulation and social care policy and practice

Wendy is the specialist adviser for cross-remit safeguarding. She is a qualified and registered social worker with a Master’s in Child Protection and over 30 years of experience in the field of child protection. She works as a Specialist Adviser in the social care policy team. Wendy has worked for local authorities, a national voluntary childcare organisation, the nationwide children’s research centre and in social work education. She worked as an HMI for 5 years before taking up her current post. Wendy has a lead role in developing the methodology for JTAIs and authoring thematic reports. Themes she has covered include child sexual exploitation, child criminal exploitation, the neglect of older children, multi-agency responses to children’s mental health and serious youth violence. She took a lead role in the Ofsted review of sexual abuse in schools and colleges. Wendy provides cross-remit advice, guidance and training to the schools, further education and skills, early years and social care remits within Ofsted.
