Request
Provide details of the number of car practical tests conducted and passed in Welsh by test centre and month since the 2007 to 2008 financial year.
Response
The tables at Annex A show the number of car practical tests that were conducted, passed and failed where the driving examiner used a Welsh DL25 form to record the test markings, for the financial years 2007/08 to 2012/13. This information is split by test centre.
Please note that we do not record the language in which practical driving test are conducted. This information is based on when a Welsh DL25 form has been used to record driving test markings. It is a reasonable assumption that we would not expect a Welsh DL25 form to be used if the test was conducted in English.
Please also note that due to low numbers being recorded at some centres we have provided the statistics by financial year but have not split this into months. This information has been withheld as it could lead to the identity of individual candidates and as such becomes their personal data. As it would not be fair to the individuals for this information to be released, it is being withheld under section 40(2) (personal information) of FoIA. A copy of this exemption is attached at Annex B.

The total number of tests conducted and passed at these centres also on a monthly basis.
Response
We publish statistics about the number of car practical driving tests conducted and passed by test centre. This information is therefore exempt under section 21 (information accessible by other means) of the FoIA. A copy of this exemption in full can be found at Annex C.

Provide details of the number of car theory tests conducted and passed in Welsh by test centre and month since the 2007/08 financial year.
The total number of tests conducted and passed at these centres also on a monthly basis.
Response
The tables at Annex D show the number of car theory tests that were conducted, passed and failed in Welsh for the financial years 2007/08 to 2012/13. This information is split by test centre. This information also shows the number of tests conducted, passed and failed in total at these test centres.
Please also note that due to low numbers being recorded at some centres we have provided the statistics by financial year but have not split this into months. This information also excludes centres where only one test has been conducted in Welsh. This information has been withheld as it could lead to the identity of individual candidates and as such becomes their personal data. As it would not be fair to the individuals for this information to be released, it is being withheld under section 40(2) (personal information) of FoIA. A copy of this exemption is attached at Annex B.
