Nuclear Decommissioning Authority: Annual Report and Accounts 2025 to 2026
Our Annual Report and Accounts 2025 to 2026 highlights the progress the NDA group has made in reducing hazards and decommissioning the UK’s civil nuclear sites.

This report sets out continued mission progress, from decommissioning the NDA’s existing sites, with safety, security and value for the taxpayer a key consideration, to expanding our mission and being trusted to do more, while managing radioactive waste for our existing programme and new nuclear.
Significant progress has been made across the NDA group this year, against a backdrop of a challenging financial climate, including reducing hazards, delivering visible decommissioning progress and strengthening how we operate.
At Sellafield, teams continued to retrieve, treat and store waste from legacy ponds and silos, including 70 tonnes from the Magnox Swarf Storage Silo, reducing some of the estate’s most complex risks.
Sellafield also achieved a UK first by processing the first can of plutonium residue into a form suitable for disposal; an early milestone in a long-term programme to reduce risk for future generations.
Across the estate, progress from Nuclear Restoration Services (NRS) included the demolition of Sizewell A’s turbine hall and adjoining structures, clearing land for future use and setting new benchmarks for controlled demolition on a UK nuclear site.
Innovation continued to accelerate delivery and reduce risk, from autonomous waste sorting at Oldbury to robotic operations in an active Sellafield glovebox.
Nuclear Transport Solutions (NTS) and Nuclear Waste Services (NWS) continue to work in parallel to deliver the capping work at the Low Level Waste Repository, while NRS completed disposal of 192 containers of low-level radioactive waste at Dounreay. NTS is also developing transport capability for future HALEU use, including the Pegasus transport package with Westinghouse and interest from an international customer.
Together, these programmes show the growing importance of the NDA group’s transport, disposal and nuclear material management capability to UK energy security.
Our workforce remains central to delivery, with 130 new graduates joining the group and employee networks continuing to strengthen our inclusive culture.
Health, safety and wellbeing remain priorities, with performance indicators showing continued progress and stronger collaboration across the group.
Our focus on safety, security (physical and cyber) and the environment continues. We’ve seen a reduction year-on-year in safety incidents, our environmental performance has improved across the group, and we’re taking the appropriate steps to maintain focus and improve what remains strong performance in cyber security.
We are also being trusted to do more and our mission is expanding. Hunterston B transferred to the NDA group in April as the first of seven EDF-owned Advanced Gas-cooled Reactor (AGR) sites to move across for decommissioning, with Hinkley Point B due to follow later this year. We are also working with government and stakeholders to release land no longer needed for our mission, supporting green energy and long-term community value.
Overall, performance is improving, major programmes are on a more predictable footing, and our culture is growing stronger, more inclusive and with stronger collaboration.
