This National Technical Specification Notice (NTSN) for accessibility (ACC), formerly known as persons with reduced mobility (PRM), applies to rail projects that will seek authorisation to place new, upgraded or renewed railway equipment into service.

There are 2 documents on this page:

  • Issue 1 of the NTSN relating to persons with reduced mobility (PRM), published 1 January 2021
  • Issue 1 of the NTSN relating to accessibility (ACC), published 2 May 2025

Issue 1 of the ACC NTSN replaces Issue 1 of the PRM NTSN and should be used for projects beginning after 2 May 2025. The use of Issue 1 of the PRM NTSN is permitted subject to any transitional clauses or exemptions, including on the basis of the project being at an advanced stage. 

Issue 1 of the ACC NTSN replaces Issue 1 of the PRM NTSN and applies to projects that will seek an authorisation to place ACC subsystems into service after 16 April 2025 (without prejudice to exemptions and transitional phases). 

These NTSNs have been published by the Secretary of State for Transport according to regulation 3B of the Railways Interoperability Regulations 2011

In May 2025, the Secretary of State made updates to 7 NTSNs, which were informed by a consultation exercise and industry recommendation facilitated by the Rail Safety and Standards Board.

They are applicable in Great Britain only.
