NTE 2025/28: removal of UK arms embargo on Armenia and Azerbaijan

The UK arms embargo on Armenia and Azerbaijan ceased to be in force as of 13 October 2025.

The UK government laid a Written Ministerial Statement (WMS) in Parliament on 13 October 2025, announcing the full lifting of the UK arms embargo on Armenia and Azerbaijan.

The UK will no longer apply the Organisation for Security and Co-operation in Europe (OSCE) arms embargo to exports to both countries.

The previous interpretation of the arms embargo on 1 July 2025 no longer applies. It covered weapons, ammunition and munitions that might be used on the land border between Armenia and Azerbaijan by military, police, security forces and related government entities of either state.

All export and trade licence applications for Armenia and Azerbaijan will continue to be assessed on a case-by-case basis against the Strategic Export Licensing Criteria (SELC). Schedule 4 of the Export Control Order 2008 will be amended in due course to reflect this change.
