NTE 2025/22: general trade licence russia sanctions – sectoral software and technology

Introduction

Following the coming into force of The Russia (Sanctions) (EU Exit) (Amendment) Regulations 2025, the Export Control Joint Unit (ECJU) has published the General Trade Licence (Russia Sanctions – Sectoral Software and Technology).

Subject to its terms and conditions, the general licence permits the transfer of technology of business enterprise software and technology, the making available of business enterprise software and technology and ancillary services relating to business enterprise software and technology prohibited by Chapter 4N of the Russia (Sanctions) (EU Exit) Regulations 2019.

The licence comes into force on 21 July 2025. Any person seeking to rely on the licence must register online via SPIRE within 20 days of their first use of the licence. This licence will expire on 20 October 2025
