NTE 2025/12: amendments to the Syria sanctions and revocation of general trade licence for Syria sanctions - earthquake relief efforts in Syria

Introduction
This is notice of the removal of some export restrictions to Syria and the subsequent revocation of General Trade Licence for Syria Sanctions - Earthquake Relief Efforts in Syria.
The restrictions have been removed through The Syria (Sanctions) (Amendment) Regulations 2025. This entered into force on 25 April 2025.
The amendments will remove UK restrictions on some sectors, including financial services and energy production. This will help to facilitate essential investment in Syria’s energy infrastructure, supporting the Syrian people to rebuild their country and economy.
Changes to measures
The export sanctions as described in regulation 25 that have been removed are:
- prohibitions in the regulations related to the export, supply, delivery, making available and transfer of
- aviation fuel and aviation fuel additives
- goods and technology relating to crude oil and natural gas, including ancillary services
- prohibitions in regulation 41 related to the export, supply, delivery, making available of bank notes and coinage to or - for the - benefit of the Central Bank of Syria
- prohibitions in regulation 47 related to the export, supply, delivery and making available of goods relating to electricity production, including ancillary services
Other export prohibitions remain in place and have been amended to ensure they continue to apply. Exceptions have also been amended to reflect the amendments described above. UK businesses must conduct their own due diligence to ensure that they are not in breach of other measures, including counter terrorism finance measures and other international sanctions. Revocation of General Trade Licence
As a result, the General Trade Licence for Syria Sanctions - earthquake relief efforts in Syria has also been revoked.
This General Licence permitted the acquisition, supply or delivery of petroleum products and provision of related financial services or funds prohibited under regulations 37(1), 38(1) and 40(1)(b) and (c) which have now also been removed.
