Details
The Secretary of State for Transport has signed compact agreements with 6 mayors across the North to deliver Northern Powerhouse Rail (NPR).
Each compact confirms outline phasing, funding mechanisms, including local contributions, and overall scope. They also establish how mayors and the government will collaborate on key design decisions.
The agreements were signed on 22 January 2026 with:
- Tracy Brabin, Mayor of West Yorkshire
- Andy Burnham, Mayor of Greater Manchester
- Oliver Coppard, Mayor of South Yorkshire
- Kim McGuinness, Mayor of North East
- Steve Rotheram, Mayor of Liverpool City Region
- David Skaith, Mayor of York and North Yorkshire
