This deal marks a new, deeper devolution agreement between the government and the North East Mayoral Combined Authority (NEMCA), which will be formed on 7 May.

Last year, the region’s local authorities signed a landmark devolution deal with the government. This brought together the seven local authorities of County Durham, Gateshead, Newcastle, North Tyneside, Northumberland, South Tyneside, and Sunderland into a single Mayoral Combined Authority with access to significant new funding and powers.

This new devolution deal deepens and extends the new Combined Authority’s devolved settlement. The deal is underpinned by the new Level 4 devolution framework, Alongside this, it provides the Mayor and Combined Authority with new tools and a package of financial investment potentially worth over £100 million to drive growth in key sectors, including £37 million of flexible funding and an agreement to designate a new business rates retention growth zone. This deal also announces a series of innovative collaborations between the Combined Authority and the government, which will enable NEMCA to drive growth in existing and future industrial strengths, to deliver for its coastal and rural communities, and to support the delivery of quality public services for the people of the North East. 

This deal is subject to ratification of the deal by all partners, and to the statutory requirements referred to within this document, including: public consultation (where applicable); the consent of the North East Mayoral Combined Authority and its constituent local authorities; parliamentary approval of the secondary legislation implementing the provisions of this deal; and accompanying accountability arrangements.
