New Computerised Transit System (NCTS) 6 — Screening Equality Impact Assessment

Project objectives
The core project driver is to meet Common Transit Convention (CTC) obligations for a Phase 6 of New Computerised Transit System (NCTS) for both Great Britain (GB) and Northern Ireland (NI) (under the Windsor Framework). NCTS6 is the next iteration of an existing CTC IT service (NCTS5).

What customers will need to do
What customers need to do as a result of the change
Customers will need to move from the current NCTS5 service to NCTS6. This will require purchase of updated software from a chosen third-party Software Developer or by enrolling to the free-to-use web portal. Customers will need to be aware of, and understand, new functionality such as changes to required data and new messages.
How customers will access this service
Existing customers are not required to do anything to continue accessing NCTS6.
New customers will need to enrol via the Government Gateway to obtain credentials to access this service via a digital front end, or access via a commercial software product.
When customers need to do this
NCTS6 will go live on 1 June 2026 for NI and GB.
Assessing the impact
Before the scheme started, we assessed the equality impacts on all the protected characteristic groups in line with the Equality Act and Public Sector Equality Duty and section 75 of the Northern Ireland Act:
- racial groups
- sex
- gender reassignment
- sexual orientation
- age
- religion or belief
- pregnancy and maternity
- marriage and civil partnership
- people with dependents and those without
- political opinion (for Northern Ireland only)
- people who use different languages (Including Welsh Language and British Sign Language)
There is no evidence to suggest any specific impacts on those customers within any of the protected characteristic groups (listed above).

Some users may use assistive technology as a result of their disability.
Proposed mitigation
All our digital journeys meet accessibility Web Content Accessibility Guidelines (WCAG) 2.2 to ensure the service works with assistive technologies (screen readers, zoom, JAWS, DRAGON etc).
Opportunities to promote equalities
We have considered opportunities to promote equalities and good relations between people in each of the protected characteristic groups and those outside of that group.
None have been identified.
