The terms of reference set out the objectives and scope of the Net Zero Review.
The review will be led by Her Majesty’s Treasury, and will consult widely, drawing on evidence from experts and insights from stakeholders with a key role in delivering the transition and those most impacted by it.
The review will be published in autumn 2020 and will set out principles to guide decision-making during the transition to net zero.
