National coordination and advisory framework for the fire sevice in England

Revised national coordination and advisory framework for the fire service in England, due to organisational changes and lessons from emergencies.



The first national coordination and advisory framework (NCAF) was produced in 2008 by the then Chief Fire and Rescue Advisor. Its purpose was to formalise arrangements in support of his responsibility for the co-ordination of national assets. Ministers agreed in 2013 that the NCAF no longer reflected government policy and needed updating, the Department for Communities and Local Government (DCLG) organisational changes also needed to be reflected.

With the fire sector, DCLG have refreshed NCAF ensuring it sets out a revised approach to the handling of national fire emergencies, to enable the department to fulfil its obligations in relation to high impact and wide area emergencies at home and abroad.

The key focus of the revision to the framework is to provide greater clarity on the respective roles of the government and the fire sector if these events have national implications.

It also looks at the financial impacts on the host and receiving fire authorities, when a request is made to move assets across fire and rescue authority borders. The framework now sets out the department’s position in relation to both pre-event and post-event deployment.

The sector has been consulted on the revision to the framework, as well as the devolved administrations and other government departments. They all agree that the framework is now reflective of how the sector and government departments should act together during an incident.
