The Government of the United Arab Emirates, represented by the National Qualifications Authority and the Government of the United Kingdom of Great Britain and Northern Ireland hereinafter referred to as (the Participants),

Desiring to strengthen the ties of friendship between them and promote mutual understanding and knowledge through the development of skills and qualifications, in accordance to mutual respect and common interests,

Have reached the following understandings:
