FOI release

Money paid to trade unions

Published 23 August 2012

Q1. The total amount of money paid to all trade unions for financial years a) 2010-11 and b) 2011-12. Where possible please provide a list of total payments made to each different trade union. However if this disaggregated information is not available please continue to provide a total figure for trade union payments. In response to this question, please only include direct payments to the unions from your organisation, not membership dues deducted from staff salaries.

A1: No sums were paid directly by the Wales Office to any trade unions in either 2010-11 or 2011-12.

Q2. Please state:

a. Which trade unions your organisation provide staff time to work on trade union duties and / or activities (sometimes called ‘Trade Union facility time’) in i) 2010-11 and ii) 2011-12.
b. The number of full time equivalent staff that were provided for each trade union in i) 2010-11 and ii) 2011-12.

A2:

a: The Wales Office recognises the same trade unions as the Ministry of Justice.  However, we do not hold a list of these. Therefore, you may wish to consider contacting the Ministry of Justice for this information.

b: No trade union facility time has been granted to staff based in the Wales Office in the years 2010-11 and 2011-12. The Wales Office does not currently have a locally-based trade union representative, and this has been the case since the early part of the 2010-11 financial year, when the Wales Office’s sole trade union representative left the Department. This was a full-time member of staff, but that member of staff was not engaged in full-time trade union work. Since that member of staff left the Wales Office, trade union representation has been provided by colleagues at the Ministry of Justice. Therefore, you may wish to consider contacting the Ministry of Justice for this information.

3. Does your organisation automatically deduct trade union subscriptions from staff salaries in the payroll process in order to pass them on to the union? If so, how much did your organisation charge each union for this service in a) 2010-11 and b) 2011-12?

A3: The payroll services of the Wales Office are provided by the Ministry of Justice, and we do not hold a written record of whether trade union subscriptions are deducted. Therefore, you may wish to consider contacting the Ministry of Justice for this information.
