To mitigate the risk of challenge, the individual must not be involved in the tender response for MOD’s Career Transition Partnership bidding process, either through involvement with any prime bidder(s) response or as the sub contractor ‘With You With Me’. Evidence that the individual has not been involved in any part of the bidding process may need to be provided, so records must be kept. ‘With You With Me’ must make clear to any prime contractor bidding for the Career Transitions Partnership Contract that the individual is working with them as a Special Advisor but not involved in the bidding process. This will enable the prime contractor to respond appropriately to the conflict of interest question in the Pre-Qualification Questionnaire (PQQ). The new contract is scheduled to commence on 1st April 2023 so the normal time limit that this should apply for twelve months from his last day in Crown Service is considered suitable.
