Bob is proposing to work for Costain, leading the company’s Defence business with the aim of delivering long term profitable relationships and creating a sustainable growth strategy. Costain are predominately involved in nuclear infrastructure construction and accordingly there could be a perception of influence, especially in Clyde, given the proposed immediate take up of the role.

Although Bob hasn’t had any dealings with Costain himself, he has had extensive dealings with several of their competitors in his capacity as SRO for CIP. Accordingly, in order to mitigate the potential risk of perception of him using his contacts to give Costain an unfair advantage over their competitors, his application has been assessed an Amber risk, with a 12 month ban on lobbying, specifically covering Ministers and Senior Staff in respect of Clyde Infrastructure

For a period of 12 months the applicant will NOT lobby MOD on UK-facing Future Combat Air System (FCAS) business or UK contracted FCAS activity.

Mr Moreton’s initial role during this 12 month period is focussed on UK export and international partner business.

He MAY provide military technical and operational advice and expertise within BAES or wider UK industry on Combat Air and FCAS business.

He MAY represent BAES in discussions with UK industry and international industrial partners relating to the UK-partnered GCAP programme, making clear he no longer represents MOD or HMG.

If new projects arise within the Combat Air portfolio during this period for which the applicant wishes to have responsibility or a relationship with MOD, he should consult with the SRO in advance to ensure propriety.

He should not participate in BAE Systems bid proposals or formal contract negotiations with UK MOD in support of FCAS AP (Future Combat Air Acquisition Programme) contract and Team Tempest contract, for period of 12 months.
