MOD Police Committee: terms of reference

Purpose

To provide independent advice and assurance on MDP policing matters to the MDP Board, Owner and SofS in accordance with MDP Act 1987.

Membership

The Secretariat will be provided by DSR (Directorate of Security & Resilience) Policing Policy and other stakeholders or members may attend co-opted as required. The Police Committee (PC) will usually meet when it is required.

Responsibilities

  • Carry out the functions given to the PC under the disciplinary procedures.
  • Consider complaints against Chief Officers of the MDP as required.
  • Provide impartial dispute resolution advice as requested by the COO.
  • Review of complaints against the MDP and provide advice to the SofS.
  • Provide expert policing advice to SofS and senior MOD officials as required.
  • Submit an annual PC Chair Letter of Assurance to SofS on PC’s activity.

Tasks

Accountability

  • Chair is accountable to COO for the effectiveness of the PC.
  • This Police Committee is accountable to SofS for its independent assurance.

Funding

  • Publish the operating costs and expenses of the Police Committee each year.

Meetings

The Police Committee will only meet when there is a requirement to do so. Members cannot send substitutes to meetings if they are not personally available.

Police Committee Procedures

Items for the Police Committee action should be submitted to the Secretary four weeks before any action is required, however it is expected that matters will need routinely to be discussed on an ad hoc basis.

Reviews

An annual review will be undertaken of both the Terms of Reference of the Police Committee, and the effectiveness in carrying out its role.
