The aim of these agreements is to clarify the relationship between the Health and Safety Executive (HSE), the Ministry of Defence (MOD), United States Force (USF) in Great Britain, the Environment Agency (EA) and Scottish Environmental Protection Agency (SEPA) in order to enable a high standard of health, safety, and environmental protection for MOD Service and civilian personnel ensuring consistency in the application of health and safety and environmental protection requirements across the country.
