In June 2025, the Transport Secretary announced that the Cabinet Secretary would consider the implications of the Stewart Review for the Civil Service and wider public sector, and Sir Stephen Lovegrove was commissioned to lead that work. The Review is is accompanied by recommendations for improvements to how the Civil Service, and wider public sector, deliver major projects.
