The Explanatory Memorandum to the Directions made under the Local Government Act 1999 in respect of the London Borough of Tower Hamlets. It summarises the circumstances in which the Secretary of State has made the Directions, his reasons for this exercise of his powers, and the implications of the Directions for this Authority. This replaces the previous Explanatory Memorandum as the Directions previously issued have been revoked.
