This guidance explains how local transport authorities (LTAs) should prepare statutory local transport plans (LTPs). It explains the relevant statutory duties and sets out the overall approach LTAs are expected to follow.

It provides an overview of:

  • the legal requirements that apply when preparing an LTP
  • the core principles that should shape local transport planning
  • the process for developing, implementing and reviewing an LTP
  • the topics and outcomes an LTP should address
  • how LTPs link to funding, reporting and performance
  • how LTAs should work with partners, operators and communities

The guidance is designed to help LTAs produce clear, evidence‑based LTPs that support better transport, deliver statutory duties and contribute to local and national objectives.
