Funding allocation summary

Spending Review 2025 confirmed £104 million resource funding between 2026 to 2027 and 2028 to 2029 for local transport authorities (LTAs) outside London and Transport for City Regions (TCR) areas. This is provided alongside the £2.2 billion Local Transport Grant (LTG) capital allocations

This 3-year resource funding will help to build the authorities’ capability and capacity, including:

  • developing and updating local transport plans
  • to effectively deliver local transport infrastructure priorities - working with regional partners

It should not be used to subsidise the day-to-day delivery of transport services.

Funding guidance will be issued in due course to support local areas in deciding how to best utilise their LTG allocations.

Funding formulas

Allocations have been decided using a model which aligns an authority’s resource funding with its share of LTG capital funding in each financial year, while ensuring all areas receive at least their 2025 to 2026 resource funding levels. This approach has been taken to support the delivery of capital projects across the country as much as possible.

Regions and authorities that do not receive these funding streams

London Boroughs and Transport for London (TfL) do not receive these funding streams. 

Mayoral strategic authorities who are eligible for City Region Sustainable Transport Settlements (CRSTS) or TCR do not receive these funding streams. 

The Isles of Scilly also do not receive annual funding.
