​​This non-statutory guidance from the Ministry of Housing, Communities and Local Government covers general issues relating to the appointment and transfer of employees to new single tier councils, which the government expects all affected local authorities and implementation bodies to consider before, during and after the transfer to new single tier councils.

A short overview of the guidance is also available to support discussions with council employees and their relevant representatives about what reorganisation means for them, to ensure a smooth transition to new councils.
