Privacy notice: Local Government Outcomes Framework Feedback

The following is to explain your rights and give you the information you are entitled to under UK data protection legislation.

What personal data we are collecting and why
We are seeking feedback from local authorities on the Government’s plan to move towards an outcome focussed model of accountability for councils in England through the publication of a new Local Government Outcome Framework. We are doing this engagement both through a series of webinars, and an online survey.
Online survey
Your personal data is being collected to verify that the responses provided have come from a member of staff within a local authority or relevant organisation.
The following personal data being collected for this purpose is: email address and name of local authority or organisation you are representing.
We may also use it to contact you with communications related to the feedback form. It will not be used to contact you for any other purpose unless you agree to being contacted to take part in further research, conducted by MHCLG, on this topic within the next two years.
Webinars
The webinars are being hosted on MS Teams. To ensure we have an accurate account of the feedback shared in webinars, we will be using the transcribe function to produce a transcription of what was said. We will not be recording audio or video from the webinars.
The transcripts produced by MS Teams capture the names of individuals who have spoken on the call, the content of what they said verbally, and the content of any comments left in the chat window.
Lawful basis for processing the data
The data protection legislation sets out when we are lawfully allowed to process your data. The lawful basis that applies to this processing is Article 6(1)(e) – that it is necessary for the performance of a task carried out in the public interest.
Sector engagement, which requires the processing of the data from the webinars and written feedback, is necessary for developing and improving the current draft of the Local Government Outcomes Framework to ensure that it includes appropriate metrics, and that the framework is used in such a way that it supports the work of local authorities in delivering positive outcomes for their residents.
With whom we will be sharing the data
Only the policy and analytical teams working on the production of the Local Government Outcomes Framework will have access to the data.
Where relevant, we may share the opinions/views within the survey responses or from webinars with other teams in MHCLG or with other Government departments. Prior to sharing, all personal data (names, email addresses and organisation/LA names) will be removed.
Following engagement, we may make changes to the current draft of the Local Government Outcomes Framework. When publishing the final version, we may include commentary that summarises the views shared in engagement activity. Alongside these summaries we may use illustrative quotes. Where illustrative quotes are used, any information that could identify an individual will be removed.
For how long we will keep the personal data, or criteria used to determine the retention period.
Online survey
Your personal data will be held until 30 November 2025 unless you agree to being contacted to take part in further research, conducted by MHCLG, on this topic within the next two years. If you agree to being contacted by MHCLG for further research, your personal data will be held until 12 September 2027. This is two years from the date the survey closes.
Webinars
Personal data contained in webinar transcripts will be removed from transcripts at the earliest opportunity, and no later than 2 weeks after the webinar has occurred. Following this, the content of the transcripts cannot be attributed to any individual.
The transcripts themselves, with identifiers removed, will be stored until April 2026.
Your rights, e.g. access, rectification, erasure
The data we are collecting is your personal data, and you have rights that affect what happens to it. You have the right to:
- know that we are using your personal data
- see what data we have about you
- ask to have your data corrected, and to ask how we check the information we hold is accurate
- complain to the Information Commissioner’s Office (see below)
In some circumstances you may also have the right to withdraw your consent to us having or using your data, to have all data about you deleted, or to object to particular types of use of your data. We will tell you when these rights apply.
Sending data overseas
Your personal data will not be sent overseas.
Automated decision making
We will not use your data for any automated decision making.
Storage, security and data management
Your personal data will be stored in a secure government IT system, in a folder for which only members of the policy and analyst teams working on the Local Government Outcomes Framework have access.
Complaints and more information
When we ask you for information, we will keep to the law, including the Data Protection Act 2018 and UK General Data Protection Regulation.
If you are unhappy with the way the Department has acted, you can make a complaint.
If you want to make a Subject Access Request, another request in relation to your rights, or If you are not happy with how we are using your personal data, you should first contact dataprotection@communities.gov.uk
