Local Government Budget Information - Private Finance Initiatives

What is the Local Government Budget?

Our Local Government Budget is ring-fenced funding that we use to provide specialist support to Private Finance Initiatives (PFI) across England. We work flexibly with Local Government, Central Government and our stakeholders to provide specialist support where it is needed most over the course of the financial year.

What is the Local Government Budget used for?

The Local Government Budget enables IPA to provide support to PFI contracting authorities to;

  • manage the expiry process,
  • improve operational performance,
  • build capability (training) and
  • provide project specific advice and support such as contractual disputes and refinancing.

Where does the money for the Local Government Budget come from?

The money is provided to us via HM Treasury by the Department for Levelling Up, Housing and Communities. The budget provides specialist support to Local Government PFI projects and is managed exclusively by IPA.

How much support do you provide to each project?

Our Local Government Budget supports a range of Private Finance Initiatives. The support we provide differs from project to project, from a few days of support to longer specialist support packages.

When we receive applications, we look at what support a project needs and how it can help to deliver projects successfully through to expiry. Our advice and support is intended to enable local project teams to manage operational projects better themselves and achieve improved results in their preparations for project expiry.

Who can apply for support?

We welcome applications for support from Central Government and Local Government for Private Finance Initiative projects only. All applications will be subject to the same principles for support.

What is the criteria for support?

The project must be a Private Finance Initiative Project in England and the contracting authority must be Local Government including Police and Fire Authorities. Terms and conditions for support apply therefore our team will be able to confirm if you are eligible for support.
