Local authorities are rated from 0 to 4 on their capability to make schemes that will support the objectives set out in the Cycling and Walking Investment Strategy.

The ratings focus primarily on 3 areas:

• local leadership
• plans
• delivery record

This report publishes those ratings, sets out how they were developed and explains how they will be used.

The latest report is an updated report for 2025. It compares local authority performance with 2024.
